"She said she was born into the poop business as her dad was the city’s public works director. He would bring home biosolids and grow tomatoes. Janine started the OSS Operation and Maintenance program before there was O&M. In the late 1990’s, Tania Busch-Isaksen pulled together grant funding to look at OSSs in the Sequim-Dungeness watershed. Janine developed colorful overhead slides for septic education classes before they were required (she treated each slide like a coloring book) and now has colorful PowerPoint slides. She has a gift of story-telling and loves to talk to people about poop! Hearing her laugh is a joy as she emphatically talks about the law enforcement officer who couldn’t go near a failing system because it smelled bad and how he was dumbfounded that it was her job to find smelly puddles of sewage on the ground. In addition to the years in the O&M program, Janine learned the permitting side of OSS. She is extraordinarily knowledgeable on the technical aspects of the state OSS code, WAC 246-272A. She ensures the County is consistent and fair with implementation of the codes. She has the respect and cooperation of the professionals in the field. She worked hard to develop a respectful, open and firm relationship with the OSS professionals in Clallam County. And we all know how hard it can be to gain the trust of a field of “good-ole-boys.” But the OSS professionals in Clallam County trust her."

"Skylar has shown a passion and drive for public health in his first year of being an EHS. His kindness, and excitement for public health is refreshing in the post COVID era. He hit the ground running quickly honing the skills necessary to be a Food Safety Specialist. Skylar instantly was able to grow constructive relationships with operators, and demonstrate an understanding of the application of the Washington State Food Code. Training and working with Skylar was a pleasure and I hope his passion and love for public health can be rewarded. "

2025 Rookie of the Year
"After completing a Masters Degree and an internship in a local health jurisdiction, Rachel was hired in Whatcom County in January of 2024. Rachel has excelled since day 1. Rachel quickly advanced from new food inspector to more complex tasks including plan review work and leading the renewal of our FDA Program Standards Self-Evaluation and Program Gap Analysis. There is no task that seems out of her reach. Rachel has also stepped out of our Environmental Health orbit to assist our Response System work by taking many overnight shifts in our Severe Weather Shelter, helping the unhoused stay safe, dry and warm during our recent bitterly cold nights. Rachel is soft-spoken, but her work speaks firmly and clearly. She has rapidly become a great ambassador for our Environmental Health programs."
